A press release from the MPS board indicates that Dr. Joyce Phillips was given an average score of 3.8 out of five, a score Board President Vic Potter said is acceptable during her annual performance review March 27. "The board had a very thorough discussion of each of the six evaluation areas, first as a board and then with the superintendent," Potter said in the prepared statement. "In almost all areas, the board felt that the superintendent is doing a good job. We also had a frank and honest discussion about some areas where the board would like to work with the superintenent to improve her performance." He went on to say that her fiscal management has been exemplary, her relationship with the board, community, educational ledership and in the area of personal qualities are good, that her visibility and professionalism were praised and her work on the facility needs assessment drew thanks from the board. Regarding staff and personnel relationships, Phillips was given a two out of five.
Her direct subordinates gave her a 4.6 overal performance rating, he said.
"The board thanked Dr. Phillips for her tireless efforts on behalf of the district children. We made a pledge to the superintendent that we would partner fully with her in the coming year to continue the tradition of excellence in our school district," he said.

The Marshall School Board either sold out or wimped out! Everyone knows that Phillips has done an awful job and should be fired. This is a great disappointment to the MPS staff, parents and the Marshall Community.
If Dr Phillips is doing such a good job, then where are her supporters? How about one supporter? Come out, come out wherever you are.
The board overall have learned nothing and have ignored the input of hundreds of staff and parents who shared the numerous reasons why Phillips is bad for the Marshall schools.
The evidence that has been provided to them has been overwhelming. This year they know exactly what they are doing and it is very very bad for Marshall! They are very arrogant in their public support for Phillips and act as if they are threatening the people of Marshall. They basically are saying, "Phillips is here for two more years whether anyone likes it or not, even if it is bad for Marshall, we don't care."
At least Beardslee, Potter and Darling need to be recalled. They have done nothing good for the Marshall schools, all they care about is serving Joyce. We have a very bad two years to look forward to. The attitudes and intentions of Phillips and her few supporters are clearly very bad for "the kids"!
Why would Sup. Phillips want to stay in Marshall when over 90+ percent of the MPS staff, parents and community would like to see her gone? Her first three years have been a disaster for our schools and then next two would likely be much worse. I do not think the school bond will pass now. I know that I will not vote for it!
Congratulations Joyce! There are many of us "regular" people who support you and the job you are doing. With only 3 comments here it shows that there are just a handful of people who you can never make happy no matter what you do.
The only reason Joyce got a 4.6 from her direct subordinates is that three of them were not given the opportunity to do the eval (even though they had in the past,but are not supporters now) and three more were tuned in blank with comments of protest due to the fact that our school board president does not put stock in "anonymous surveys" like the one turned in by MTA members. That is 6 administrators whose input was not used.It must be nice to be able to pick and choose who evaluates you. The fact that Vic Potter is "satisfied" with a 3.8 certainly says it all for how low the bar has been set for our superintendent.
I think we need a way to register a no vote on Joyce on the bond millage. Voting no will hide the reason we vote no.
Why don't we spoil our ballot and mark both yes and no and then have the press report the number of those ballots?
What a rare siting, a Joyce supporter! Why am I suspicous it is someone on or connected to the school board? To gauge those who oppose Joyce count up all of the pro and con Joyce postings on this blog and see what percentage of each. It seems to be at least 9-1 against Joyce!
In my unscientific survey of about 200 Marshall residents that I have talked to this past year about 99 percent want to see Joyce Phillips replaced. Maybe we need a community-wide and staff-wide survey by a trusted third party. If Joyce cannot garner at least 50 percent support, I say she should be immmediately terminated. How does this sound?
I am suspicous that all the negative posts are from about 20 or so employees. Anyone can post on here as many times as they want with no way of knowing how many times one single person has posted. I'll tell you what would interest me. Why don't we get rid of tenure and let teacher's make it (merit pay) or get fired based on their performance? What do you think the public thinks about tenure? I bet 99% of the public is in favor of getting rid of it. Tenure is a detriment to our schools and keeps bad teachers in place too long. Then when changes come, they can't handle them and go off and throw hissy fits. I am just a regular "Jane" with no connection to the schools,but I see a Super. who is not afraid of the union and is willing to get rid of, or remold the dead wood. Good job Joyce.
The facts don't support your support for Joyce. Nothing about what she has done in Marshall has been about getting rid of poor teachers. She's never said that and the board's never requested it. Tenure may be bad, but nothing suggests she's against it.
Pick anything you believe she has done for Marshall and lay it out. I'll give you whatever you believe she has done.
Then, balance that against her alienation of the staff, the public and some board members. She's simply in over her head. Her defensive reactions to the press, her inability to withthstand criticism and her micro managing are all evidence of a lack of self confidence. Worse, she threatens baseless lawsuits instead of defending herself on the facts.
Even if she has an improvement plan she couldn't implement it successfully.
There was a survey done by 152 separate people rating, not only Joyce, but all other administrators. This was not just "20 or so" employees, but a cross section of Marshall Public Schools. This was swept under the rug without being shared with the public. I agree that tenure can sometimes keep around the dead wood, but it also allows people to speak up without fear of repercussions. I am not in the union. I did not have protection. I spoke up anyway and have already felt the negative repercussions from Joyce. It didn't even take one week for her to find a way to "manipulate" my family in a negative way. I say family because it impacted my child, a student in MPS.
Where were those who are so unhappy when they had a chance to run for school board? Nobody came forward. And don't mention the whole intimidation or fear tactics thet JP employs.
Why doesn't some of you disgruntles step forward and run for school board?
Not valid. Urging the board to see the truth is all anyone is required to do. One does not have to run for the board to prove the validity of one's point of view.
You can't invalidate a person's opinion on that basis.
I repeat, defend her on the basis of what she has done, minus the bad things she has done.
An analogy would be the 3.8 she got in other areas, minus the 2.0 she got on personal relationships. That's a 1.8 out of 5.0.
That evaluates her net benefit to Marshall.

I have been reading this blog as well as the MPS Change blog and I can't see where this issue is going. If Joyce is to be here 2 more years, then everyone should works towards a goal of quality in our school system. I have read in the blogs that people will not vote for the bond issue because of her. She will not be the loser if that happens, our children will be the losers!!!!!
Rather that beat words to death, why not find a way to work towards positive outcomes!
I was sad to see that there were only 2 comments regard our serviceman Lafferty (who is defending us in Iraq), only a couple of comments on Mary Lands, a couple of comments on the selection of the new city manager. YET so many comments when it comes to Joyce! It is time to move on.
Move in a positive, forward directions to make sure "our kids" come first... Thanks to the editor of the Chonicle for making this site available with Marshall news. Hope people start commenting and also give you some good story leads. We have lots of good happening in Marshall.... Let's get is out!
MPS employees are not allowed to run for the school board. If that were possible there would have been a long line!!!! As far as hiding behind anonymity goes, that is only necessary due to Joyce targeting people who disagree with her. Ask Behrenwald about that one...better yet, just read the transcripts of the school board meeting where he challenged the hiring process.
