The voters have approved both the operational millage and the bond debt renewal millage in the Marshall Public Schools. Proposal II will allow the district to make ADA, security and building HVAC improvements, along with technology upgrades with the $8.7 million the continuation of 4.45 mills still being levied from the 2001 bond issue will provide. It is great that much-needed building improvements can begin with the passing of the bond. The technology and maintenance have been neglected by the current and previous administration. Dr. Phillips has clearly failed as an effective leader and also needs to be replaced. She has lost the support of most of the staff, parents and community. If we fix the buildings but do not fix the problems at the top, the changes will only be cosmetic and the problems in the Marshall schools will keep getting worse. We need "excellence" at the top too!
The bond proposals passing is good for the kids, teachers and parents. That does not mean that us pro-bond voters support Supt. Phillips, or are happy that her biggest board supporters were just re-elected. The vast majority of us are hoping this is the beginning of the real improvements that are needed, and that includes fixing the problems with the top leaders (we need to replace them!).
I do not trust Supt. Phillips and the current school board to manage the bond improvements and finances, that is why I voted "no." Unfortunately they have a track record of making many bad decisions and wasting much money, not to mention covering up scandals and not letting the facts get in the way of a good story.
How much will the "it will cost you zero" bond really cost me? Thanks for the honesty in your brochures and web site.
The Marshall School Board has a lot of work to do to win back the lost respect and support they suffered backing Joyce Phillips these past few years. With the bond vote behind us, the board has a golden opportunity to at least reign in Joyce Phillips and to work closely and directly with as many MPS professionals as possible. Parents can play a key role too! If all the board continues to do is circle their wagons to protect Phillips, while taking orders from her, then the major problems will continue and grow much much worse. Joyce Phillips needs to be held accountable for all of her poor perfromance and hopefully replaced as soon as possible.
The Marshall school board needs to turn the tables and take back their leaderhsip role from Phillips. Since Ramon and Lyng left the board, there appears to be no accountability whatsoever for Phillips, Jones, Metcalf and Walbeck. The board act as if they work for Phillips, and not the other way around. This cannot be tolerated any longer! The Marshall schools are in crisis and the school board needs to reassert its leadership. Honesty and accountability need to return first, before the board can regain the massive amount of trust and support they lost during the last few years.
